The first time the president spoke publicly about the intention to zero the value of tolls charged to motorcyclists on federal highways was on May 18, 2021. During the launch ceremony of the Incentive Program for Road Cargo Transport – Asphalt Giants , Bolsonaro said that he had already talked to the then Minister of Infrastructure, Tarcísio de Freitas, and that the government team had “hit the hammer” on the matter. “In all new concessions in Brazil, the motorcyclist will no longer pay tolls,” he said at the time.

A little less than three months later, in August, the Ministry of Infrastructure published the Ordinance 104establishing that, “as a public policy guideline”, the auction notices for 11 federal highways in the bidding phase should provide for the future exemption from charging toll fees for motorcycles.

“The volume of motorcycles that travel on highways is very small compared to other types of vehicles, their financial contribution is small and their exemption would lead to a redistribution of values, but with a negligible impact on the tariff of other categories. This impact is estimated at around 0.04%, but each new concession will have its studies carried out individually”, explained Freitas at the time.

As Bolsonaro said today, the measure has already been applied to the concession contract for the Presidente Dutra highway (BR-116), which connects São Paulo and Rio de Janeiro. According to the CCR concessionaire, which started managing the highway in March of this year, the exemption also applies to scooters, tricycles and motorcycles, in addition to ambulances, official vehicles, public service providers or public foundations, as well as cars.
