The Mivivienda Fund lost S/41’089,762 for not executing the guarantees expired for the delivery of Housing Bonds (BFH) of the Techo Propio program, warned the Comptroller General of the Republic.
It should be noted that, as a consequence of the pandemic, in April 2020 emergency decree 036-2020 was published, which establishes the extension of the period for the execution of bonds, letters of guarantee and surety bonds for the period of validity of the state of emergency.
“Operations Management of the Mivivienda Fund did not issue instructions for the execution of the guarantees for the disbursement of the BFH in the modalities of Acquisition of New Housing and Construction on Own Site, which were due between February 25, 2020 and February 28, 2021,” the body specified. comptroller.

According to the audit report, the Finance Management of said entity did not manage before the Entities of the Financial and Insurance System, within the legal term, the “execution of the expired guarantees” in the aforementioned period.
“The execution of guarantees was not managed by the Operations Management of the Mivivienda Fund in its capacity as administrator of the processes, control of guarantees, request for disbursement of execution and rendering of accounts of the BFH of the Techo Propio program, which should have carried out the respective follow-up”, adds the document.
Given all this, the Comptroller’s Office has determined the alleged civil and administrative responsibility of 10 officials, former employees of the Mivivienda Fund and has recommended that the corresponding actions be taken to determine the responsibilities of those involved.
