The president of the Commission of Transports and Communications of the Congress, Alexander Soto (Alliance for Progress), assured that Provías Nacional ordered that the contract with the Chinese company be annulled, but that Silva Villegas would have shielded them.
“Mr. Juan Silva ordered the head of Provías Nacional to back down (…) because Provías Nacional had said that the contract be annulled (…) but Provías also made an error, because there is the report from the head of Administration that says that the money given is not justified by the progress of the work. There were two reasons to cancel the contract”, Soto told the Sunday show.
Likewise, Panorama showed a document on the agreement between National Provias and China Civil Engineering for the company to continue with the execution of the work.
“Regarding the nullity of the contract, they agree that the parties, Provías Nacional and the executing company China Civil Engineering Construction, will be submitted to the process of extrajudicial transaction for approval in the arbitration process in order to render the contract null and void.”, the document reads.
