Senate approves loan for 2022 census

The Chamber of Senators approved the bill that “Approves loan contract number 5223 / OC-PR, signed on July 8, 2021, between the Republic of Paraguay and the Inter-American Development Bank (IDB), for the financing of the Program to Strengthen the National Statistical System of Paraguay, for an amount of up to US $ 43 million, in charge of the National Institute of Statistics (INE) and expands the General Budget of the Nation for fiscal year 2021, approved by law number 6672 of the January 7, 2021 “.

It consists mainly of the fact that the National Statistics Institute (INE) will receive US $ 43 million through a loan from the Inter-American Development Bank (IDB), to carry out a national census during the next year.

Desirée Masi, national senator for the Progressive Democratic Party (PDP), pointed out that it is very important to have a census, since, without these data, serious public policies cannot be applied.

“We cannot continue without a census. Without science there is no knowledge and without knowledge there are no public policies. For vaccination we are guided by population estimation. We don’t know how many births there are. How much migration was there ”, he questioned.

Fernando Lugo, national senator of the Guasu Front, regretted that the last Census was carried out in 2012, and there are no national statistics at present.

“That it is not just a population and household census. But it is more complete as the reality of poverty, health and education, “he asked.

Jorge Querey, national senator for the Guasu Front, urged our country to define strategies with quantifiable objectives, and for this it is essential to prepare these data.

Blanca Ovelar, national senator for the ANR, said for her part that the censuses that are carried out every 10 years allow a more accurate picture of the population and its problems.

“Hopefully the mistakes of 2012. Let’s learn from experience. He advocated that knowledge be raised, and that we have a Census as we need, “he said.

NUMBERS
Abel González, liberal senator, provided some numbers related to the last census. He recalled that the 2012 Census cost US $ 12.5 million in addition to a local contribution of US $ 10 million from the State. Brazil donated equipment worth US $ 12 million. This adds up to about $ 35 million at the time. The cost of the new Census will be US $ 7 million more expensive.

Iván Ojeda, director of the National Institute of Statistics (INE), told the media that approval of the document is necessary as soon as possible. Now it goes to the Chamber of Deputies. If materialized, the Census would be carried out in August of next year.
