Labor files in digital format will be enabled in Cuba

The Cuban authorities will enable labor files in digital format, instead of the traditional paper ones, according to official media.

It is a “new computer system for the management of human resources”, which will be made available to the administrations of state work centers by the Ministry of Labor and Social Security (MTSS), as reported the Cuban News Agency (ACN).

The information ensures that the system will be available for computers and mobile devices, “just by activating the data and at no additional cost.”

Adelaida Puente Aspillaga, director of Organization, Planning and Information of the MTSS, explained that this digital tool, whose technical part was in charge of the company Xetid, “is being gradually deployed in the country.” She added that it “will make it possible to have information in real time”, which, she said, is “a considerable advance, since until now the managed resources are based on the expired month”.

The directive specified that the system, called Sigerh, is made up of nine modules, including Personnel Registration, Labor Movement Management, Occupational Health and Safety, and Personnel Selection. This must replace “at the time” the paper work file, which would avoid “the loss of years of service due to deterioration of documents or any other situation incurred by the employing entity.”

Puente Aspillaga pointed out that, according to what was planned, it should be “the future base” for digital contracting on the island, based on its integration with the Work in Cuba mobile application. This, he said, “will allow people to find out about job offers immediately and in real time,” the report says.

In addition, he commented that the tool was designed “under the premise of contributing to facilitating processes for citizens”, and explained that with it the retirement procedures will be shortened, it will be possible to know if the requirements for it are met and also calculate the possible amount to perceive. It also includes other features, such as models and graphical reports.

Regarding its “gradual implementation”, the MTSS directive explained that it is already used in the Bodies of the Central State Administration, provincial governments and in the work directorates at that instance. He said that “seminars and trainings are developed to introduce all the information of the physical work file”, and that “of each of the modules there are tutorial videos to teach the specialists of the human resources activity how to proceed in the digital tool” .

Cuba, from the Computerization of society to digital transformation?

For her part, Enit Martínez, director of IT for the MTSS, asserted that “in the future” the system “will allow the resources of the new economic actors to be managed, so that the worker’s employment file groups together the years of service and contemplates their positions, both in state and private jobs”, according to the office of the ACN.

In the same way, he announced that the Sigerh “will allow analysis of the demand for labor force in the municipalities, the core of the Cuban development strategy, and will also be useful when preparing plans for admission to secondary education and superior, by displaying the information in a centralized way”.

According to the agency, the directors of the MTSS “agreed that it is a perfectible tool, whose updating and possible integrations will be in correspondence with the changes in Cuba’s labor policy.” In addition, they referred to the “added values” of the system as “the use of the digital signature and its integration with the Single Citizen Record”.

In recent times, the Cuban authorities have been presenting a “digital transformation” approach on the island, which updates the strategy of “computerization of society” and which they intend to implement in the different services, procedures and economic and social dynamics of the country. . As part of it, they have promoted the registration and organization of data in electronic format in projects such as the Single Citizen File and the digital certificate of anticovid vaccination.
