Change of prosecution, same objective
On May 20, 2021, it was published in the Official Journal of the Federation the decree by which the law of the Attorney General’s Office of the Republic is issued, the organic law is repealed and different legal ordinances are added and repealed, which gave way to the creation of the new Specialized Prosecutor for Competence Control, whose owner is Juan Ramos, who has been Gertz Manero’s right-hand man, even before he took command of the FGR.
According to article 13 of said law, all attached prosecutor’s offices enjoy autonomy and management.
“The Specialized Competence Control Prosecutor’s Office (is responsible) for the investigation and prosecution of crimes provided for in the special laws that are not the responsibility of another administrative unit of the Institution; to resolve jurisdictional controversies between the various Specialized Prosecutors’ Offices; and to attend, prior agreement with the person in charge of the General Prosecutor’s Office, the relevant matters entrusted to him, will ensure in all cases the non-fragmentation of the investigations”, reads the document.
For Albert Woolrichmember of the Academy of Criminal Law of the National Bar Association, the Santa Fe case is illegal, illegitimate and unconstitutional.
He pointed out that by initiating a conflict with individuals through the terrorism unit, the only thing that the FGR is trying to do is cause fear to the owners of real estate and the transfer of the investigation folder to the prosecutor’s office in charge of Juan Ramos, does not change the panorama.

The resident of the Santa Fe area consulted stressed that after this conflict between the federal authority and individuals was made public, The FGR stopped sending summonses like the ones that did reach the residents of residential areas such as Cosmocrat, Qbicoo, Via Santa Fe 1, Via Santa Fe 2, The point and Blum, which together represent 1,100 departments, with an approximate value of between two and eight million pesos each.
Since the requirements began, the FGR has already insured several properties in a 1.5-kilometer section on the side of the Mexico-Toluca highway and Paseo de los Tamarindos, where there are armed ministerial personnel. Among them are the Shell gas stations in Puerta Santa Fe and the Mexico Toluca federal highway at the height of the Conafrut bridge, along with their respective convenience stores; a motorcycle dealership, a gym parking lot and at least three vacant lots.
Thus, for several months the residents have remained uncertain about the fate of their assets despite having all the documents that support them as buyers in good faith and legitimate owners.
