Elections 2022: Almost half of the candidates did not present an affidavit of interests

The reported that less than half of the candidates for these 2022 Regional and Municipal Elections submitted their sworn declarations of interests within the term and only two days before the elections are held.

On September 30, the controlling entity detailed that only 54% of candidates for governors and regional councilors, mayors and provincial and district councilors, complied with presenting their affidavit in a preventive manner.

“A few days before the elections, having even exceeded the presentation deadline, 47%, approximately almost 35,000 candidates, decided not to comply with the law, hindering the transparency and access to information that voters deserve,” Comptroller General Nelson Shack lamented.

Only 53% submitted their affidavit of interest.

The web portal enabled by the Comptroller details that there is a total of 74,935 applicants who were admitted by the National Elections Jury (JNE) and who could have submitted their affidavit since August.

This document will allow citizens to know personal, family, economic, labor and financial ties through the registration and presentation of their preventive affidavit of interests, which will contribute to social control and prevent future situations of conflict of interest.

Only 40,036 candidates for different publicly elected positions presented this document, while 34,899 have not yet completed it.

The sworn declaration of interests of a preventive nature is a useful instrument for the prevention of conflicts of interest of future authorities, because it promotes transparency and social control. Compliance with the legal provisions by the applicants, such as the presentation of the DJI, reflects the responsibility of those who will assume the important function of administering and managing public resources in each jurisdiction for the next four years.

In order to promote greater citizen participation in reviewing the information of the applicants, the Comptroller’s Office has made available the platform “In these elections, you have control” (), in which they can check the level of progress in the presentation of the DJI.
