ANP: Deadline for new applications for Permanent Offer expires tomorrow

Companies have one week to submit documents to the permanent offer

The 78 companies registered to participate in the 3rd Cycle of the Permanent Offer have until next Thursday (3) to submit new declarations of sectors of interest, accompanied by offer guarantees. According to the ANP Agency, the permanent offer is a modality of concession of blocks and areas with marginal accumulations for exploration or rehabilitation and production of oil and natural gas. In this modality, there is a continuous supply of exploratory blocks and areas with marginal accumulations located in any onshore or offshore basins.

After having its application approved in the process, the company can declare interest in one or more blocks and areas offered in the public notice. The Permanent Offer cycle begins after the approval by the ANP’s Special Bidding Commission (CEL) of one or more declarations of interest, with the disclosure of its schedule by the commission.

The cycles correspond to the holding of public sessions for the presentation of offers for one or more sectors that have a declaration of interest. On the day of the public session, registered companies can make bids for blocks and areas with marginal accumulations in the sectors being tendered in that cycle.

Fields or blocks located in the pre-salt area or in strategic areas, which can only be tendered in this system by specific determination of the National Energy Policy Council (CNPE), are excluded from the Permanent Offer.

The ANP also informed that the declarations of sectors of interest, accompanied by offer guarantees, must be delivered exclusively to the Protocol service of the Central Office of the ANP, under the care of the Superintendence for the Promotion of Tenders (SPL), or sent to the ANP by express delivery service contracted by the company.

The agency’s Protocol service is operating at normal hours, from Monday to Friday, from 8 am to 5 pm.
