The Directory of the Professional Box had approved the incorporation of new races to your social security contribution system. However, a resolution signed by the president Luis Lacalle Pou denied that possibility. The institution has already asked the Executive Power to reconsideration about the topic.
At the Board meeting of the savings bank on February 25, 2021, the inclusion of new professions was approved by majority. According to the minutes of the meeting, it was considered that the races to be included had university character and they corresponded to higher level degree studies. Also that the technical-actuarial studies that had been carried out endorsed compliance with the financial viability of incorporating the professions that were intended to be added.
In the list of professionals to include there was a logistics engineer, a renewable energy engineer, a graphic design graduate, a visual arts graduate, an occupational health and safety graduate and an environmental management graduate, among others.
A resolution of the Ministry of Labor of September 13 of this year, and signed by Lacalle Pou, made a chronology of the route that this decision of the Caja de Profesionales had through different dependencies. He remembered that the Executive power has the power to pronounce within a period of one year from the receipt of the resolution of the Board of Directors of the institution regarding the inclusion, or not, new professions to the field of affiliation. He added that if there is no official pronouncement, the resolution must be approved.

He reported that on September 22, 2021, the administrative records of the resolution adopted by the Board of Directors of the Caja de Profesionales were sent to the Ministry of Labor.
On October 27 last year, the ministry sent the Social Security Bank (BPS) the administrative background of what was resolved by the savings bank so that the body could evaluate the repercussion on the general provisional regime of the income of the workers of the professions included.
On September 8 of this year, the General Secretariat of the BPS reported that it was not in technical conditions – due to lack of data on the universe of workers of the professions that it sought to incorporate into the fund – to inform the Executive Branch of what was requested. Additionally, the BPS suggested that deny the incorporation of professions.
The resolution of the Ministry of Labor of September 13 of this year -within the period of one year that it had- understood that “the incorporation of more professions in the scope of the Caja de Profesionales does not correspondgiven that the framework of the discussion of the integral reform of the social security systems that is being processed and what was reported by the General Secretariat of the BPS is not considered pertinent”.
Due to the foregoing, the resolution denied the inclusion of new professions in the Professionals Cove resolved by its Board of Directors on February 25, 2021.
The position of the box
The Caja de Profesionales does not share the decision made by the Executive Power. The president Virginia Romero reported to The Observer that the Board of Directors analyzed the resolution of the Executive Branch and did not agree with the official view. “We do not share being denied entry of new professions because current law allows it“, said. “We have already implemented the request for reconsideration because they are genuine income from the fund,” she indicated.
