In the early hours of this Tuesday, June 6, photojournalist Carlos Debiais García, arrested on November 12, 2021, was released for allegedly violating the security area of the Amuay refinery, in Falcón state.
This was reported by his relatives to the NGO Espacio Público and the National College of Journalists, Caracas branch. Both organizations recalled that Debiais had a release ticket, where he was granted a precautionary measure of presentation every 15 days, since April 12, 2022, which had not been effective.

On various occasions, his relatives and lawyers denounced the board of the El Rodeo II prison – where he was being held – for not wanting to make the ticket effective. The prison authorities claimed “not to have the permission of the Minister of Penitentiary Affairs” to proceed with his release.

The Falconian photographer was detained on November 12, 2021 by officials of the General Directorate of Military Counterintelligence (Dgcim) in the vicinity of the Amuay oil refinery, while he was taking landscape photos and photos with his drone, a team that had the permits by the National Institute of Civil Aeronautics (INAC).
The photojournalist was missing from November 15 to December 15, 2021. He was transferred to the El Rodeo II prison in March 2022. Carlos Debiais’s father stated on several occasions that he suffered from depression after his arrest
«Carlos has been very depressed, our family environment has been hit hard by this situation. His mother suffers from anxiety and depression, his wife also suffers from insomnia; His grandparents, his sisters, are distressed. We are from the interior, that is why we ask the authorities to help us because Carlos did not commit any crime, “said Debiais’s father, who was only able to see him once since his arrest.
