Abinader decrees January 2 non-working

Santo Domingo.- The president Luis Abinader declared on Monday, January 2, no work in the national territory, both in the public and private sectors.

The decision was made official through decree 773-22, which considers that if the incorporation of work is allowed, full family enjoyment of the New Year’s holiday would be prevented and congestion would be generated on the main roads of the country, which could represent a risk to people and property.

In its first recital, the aforementioned decree establishes that, in accordance with article 8 of the Constitution of the Republic, the effective protection of the rights of the person is an essential function of the State, therefore it is the duty of the Executive Power to execute measures aimed at the adequate enjoyment of fundamental rights, especially when situations that imply a risk to the integrity of people can be foreseen.

It emphasizes that it is the duty of the State to contribute to the proper enjoyment of the cultural festivities and traditions of the Dominican people, such as the New Year holiday.

It adds that the traditional festivities of January 1 coincide in 2023 with Sunday, so if Monday, January 2 were left enabled for incorporation into work, the full family enjoyment of the well-deserved New Year’s holiday would be prevented and it would create congestion on the country’s main roads, which could pose risks to people and property.

The measure also instructs the Ministry of Labor and the Ministry of Public Administration to determine the form of application of the aforementioned suspension in the public and private sectors.
