Roger Arista Perea As of today, the National Intelligence Directorate (DINI) is in command and assumes office in the midst of a climate that could turn violent due to the onslaught of the radical left. The retired PNP general has the task of becoming the eyes and ears of President Dina Boluarte and her premier Alberto Otárola.
The new head of the DINI arrives with more scrolls than criticism. His last participation in the intelligence system was during the government of the coup leader Pedro Castillo. On March 11, he was appointed director of the Intelligence Directorate of the Ministry of the Interior (Digimin), but he did not last more than three days in office. This, because from the Government Palace he received pressure not to promote investigations into the criminal environment of the then President of the Republic.
“There are no given conditions,” Arista said when submitting his resignation letter on March 14, 2022. Digimin, then, had been collaborating with the Anti-Corruption Police in the tax investigation of the Bruno Pacheco case, former general secretary of Pedro Castillo.

Roger Arista was also a police chief in Junín during the administration of Perú Libre. However, at the time some links that were made with Vladimir Cerrón’s party were clarified.
In Peru21TVJosé Luis Gil, a former GEIN officer and intelligence analyst, highlighted Arista’s qualities. “He is one of the most intelligent officers the National Police has ever had,” Gil said.

“Arista has handled national intelligence internally. That gives him expertise and he managed it without any question”, said the ex-GEIN.
One of Arista’s most important challenges will be to identify the faces behind the violence; to the bullies who with threats coerce citizens dissatisfied with the Boluarte government to participate in strikes and violent acts. In addition, he has the task of updating the cadre of leaders who are part of the radical left.
TRIGGER LIENDO
“The Presidency of the Republic can ignore intelligence reports, it is within its power, it can use them according to the characteristics of its advisers or leave it aside and be at the mercy of informal groups,” said Juan Carlos Liendo, who until Tuesday He had been serving as Director of Intelligence.
The trigger between Liendo and the government of Dina Boluarte would respond to differences in approaches to address the conflict that has been going on since yesterday in the country. This ended in the resignation of the official.
Yesterday, Prime Minister Alberto Otárola thanked Liendo for the services rendered to the country and signed supreme resolution 003-2023 welcoming Arista and which was published in an extraordinary edition of the newspaper El Peruano.
