Uruguay did not support a statement by the Organization of American States (OAS) condemning the “illegal, unjustified and unprovoked” invasion of Ukraine by Russia and calls for the immediate withdrawal of the Russian military presence in the Eastern European country.
The provision, signed this Friday, says that The Russian military operation is contrary to the “principles of respect for sovereignty and territorial integrity, as well as the prohibition of the threat or use of force, and the peaceful resolution of disputes, qthat are enshrined in international law and in the Charter of the United Nations”. It also calls on the parties to respect their international humanitarian law obligationsspecifically with regard to the protection of the civilian population.
The countries that supported the declaration are Antigua and Barbuda, Bahamas, Barbados, Belize, Canada, Chile, Colombia, Costa Rica, Ecuador, United States, Grenada, Guatemala, Guyana, Haiti, Honduras, Jamaica, Mexico, Panama, Paraguay, Peru , Dominican Republic, Suriname, Trinidad and Tobago and Venezuela. The opposite case is that of Argentina, Brazil, Uruguay, Bolivia and Nicaragua.
According to Foreign Ministry sources, Uruguay did not support the declaration due to “dynamics of the negotiation”. “The text was closed and there was no possibility of adding elements,” they assured The Observer.
However, during a session of the organization, the Uruguayan ambassador to the OAS, Washington Abdala, said that for the country It is “urgent” to suspend the invasion to resolve the conflict in a civilized way.
“The principles in which we believe are to refrain from resorting to the threat or use of force against the territorial integrity or independence of any state,” Abdala said.
