Meanwhile, in today’s Official Gazette, Administrative Decision 175/2022 was published, which bears the signature of Vizzotti and the Chief of Staff, Juan Manzur; which approves direct contracting for the acquisition of 14,000 crib-bassinet kits and accessories, which is carried out within the framework of the 1000-day Plan that offers assistance during pregnancy and the first three years of life for boys and girls.

The initiative is based on the Qunita program, which had been launched during the government of Cristina Kirchner, was later suspended during the administration of Mauricio Macri and brought to justice, but in 2021 all the accused were dismissed.

In article 2 of the rule published today, direct contracting is awarded in favor of the Entity for Technical and Financial Cooperation of the Federal Penitentiary Service, since detainees in federal prisons will be in charge of manufacturing the kits.

The operation will be for an amount of $277,200,000, while the rule empowers the minister to “expand, decrease, resolve and rescind regarding Direct Interadministrative Contracting.”

The amount of the purchase “will be charged to the budget items of the Ministry of Health”clarify the text.

Among the recitals it is detailed that the purpose of the contract is “to reduce home child deaths and contribute to both physical and mental health.”

The history of the Quinita Plan

The Qunita Plan, one of the most emblematic social inclusion policies of the government of Cristina Fernández de Kirchner, It was launched in 2015 to prevent child mortality due to bed-sharing.

In the six months that the national plan launched by the then President of the Nation worked to reduce the main cause of infant mortality among the poorest sectors, 74,408 kits were distributed to 289 maternity hospitals throughout the country, of which 43,600 (60 percent of the total distributed) were delivered to the families.

During the government of Cambiemos, to the rhythm of the withdrawal of the State in the design of public policies, this and other initiatives were simply deactivated and others were reduced to their minimum expression.

The kit designed by the late young Tiago Ares, based on a model created in Finland, was made up of an easy-to-assemble bassinet, a set of clothes, linens, a rattle, an instruction book, storybooks, creams and even condoms. but the central objective was to reduce co-sleeping, which occurs mainly in humble homes, where the baby usually sleeps with the parents, which has sometimes caused deaths by suffocation.

Once the Cambiemos government took office, the Justice ordered the suspension of the distribution of that benefit in maternity hospitals and months later ordered the Ministry of Health to destroy the bassinets and sleeping bags that were in stock, a measure that was not carried out. concretize by an intervention of justice itself.

The dismissal of all those prosecuted in the Qunita Plan case due to the non-existence of the crime, in July 2021, made the program visible again.

The Oral Court that was to judge 18 defendants for alleged crimes in the program dismissed all the accused, by allowing a prosecutor request for non-existence of crime.

The measure of the judges of the Federal Oral Court 8 benefited former Kirchner officials, such as Aníbal Fernández, Daniel Gollan and Nicolás Kreplak, among others, and businessmen who provided the supplies for the kit.

Judges Adrián Grunberg, José Michilini and Ricardo Baslico also ordered the lifting of the embargoes that Judge Claudio Bonadio had ordered in the case.
