The evaluation committee of the tender for the “turnkey” contract of the Ministry of Public Works (MOP) for the expansion of exclusive Mi Bus lanes on Vía España, must make a new analysis of the proposals presented to issue a new report.
According to the resolution, signed by the head of the MOP, Rafael Sabonge, which annuls the first report and orders the review of the proposals, the legal representative of the entity verified that there are aspects of the report presented by the evaluation commission that contravene the specifications of charges and Law 22 of 2006.
This report was sent to Minister Sabonge on March 23 by Vanessa Castillo, coordinator of the MOP evaluation commission for this tender.
According to Law 22, “the evaluation or verification commission must apply the evaluation criteria contained in the list of charges. In the necessary cases, it may ask the proponents for the clarifications and explanations it deems essential on the documentation presented…”.
In the note ordering a new analysis, Minister Sabonge says that the observations on the report were submitted on time by one of the proponents.
For this tender for best value, two proposals were made: Vía España Urban Renovation Consortium (Centroequipos, SA, and Gami Engineering and Installations, SA) that offered $90.6 million; and Consorcio C&T Vía España (Constructora Urbana, SA and Toronto Global Holdings Corp.), which proposed $80.1 million.
The reference price of the MOP was $85.5 million.
This project includes making exclusive lanes in the center of Vía España, between the intersection of Vía Porras and Vía Cinquantenario, with concrete paving, a central island and 10 central stations or stops.
