With the recent definition of the political map in Uruguay, the parties are beginning to define their strategies for the next period. Open Town Hallled by Guido Manini Ríoshas expressed a clear intention to distance from the republican coalitionwhich brings together all right-wing parties with a central intention of preventing the victory of the Frente Amplio in the national elections (an objective that was not achieved). This shift could modify the dynamics in the legislature, at a time when the need for dialogue becomes palpable.

The current context indicates that the Executive Branch lacks a majority in the Chamber of Deputies, but it does have one in the Senators, which will force all political actors to establish inter-bloc dialogue links.

This raises the relevance of Cabildo Abierto’s position, suggesting that the right-wing bloc to which it belonged could see itself fragmented in the coming months. Manini Ríos has transmitted his vision about the need to seek “common visions” to continue being part of the coalition.

Open Town Hall Speech

The leader of Cabildo Abierto, after Yamandú Orsi’s victory, argued that “There is no point in a coalition that acts to oppose something”. His statements point to a more dialogic approach in Uruguayan politics, suggesting that alliances should be based on shared interests rather than mere opposition. This change in narrative may have implications for law-making.

Likewise, the situation is complicated for the Frente Amplio, since Cabildo Abierto could become a key actor for its legislative operation. With two elected deputies, the formation of Manini Ríos can influence obtaining the necessary majority in the lower house. This introduces an interesting variable in the relationship between the country’s political forces.

Strategies and negotiations

Álvaro Perrone, one of the two deputies of Cabildo Abierto, has indicated that he may be “a little more independent” from the ruling coalition. During recent years, there have been “meeting points” with the Frente Amplio, which has led to exchanges of opinions and proposals. Perrone mentioned that the benefits for small and medium-sized businesses will be relevant topics for future political dialogue.

For his part, Orsi has expressed a willingness to collaborate with Perrone on security issues, which predicts a rapprochement between both forces. Constant communication between leaders could open new opportunities for the development of policies that benefit different sectors of the population.

Achievements and disagreements

In the past, Cabildo Abierto and the Frente Amplio achieved some significant agreementsamong which the forestry law stands out, which was vetoed by the outgoing president. These episodes highlight that, although there are ideological differences, it is possible to find common interests. This capacity for cooperation could be key in the future, given the new legislative context.

On the other hand, the alliance between the other parties in the coalition may be put to the test. Manini Ríos’ intention to distance himself can generate internal tensions in the different blocks. His public statements suggest that cohesion in the coalition did not guarantee strong political representation, raising uncertainty about its future..

The coalition took Manini Ríos’ words with displeasure

Members of the rest of the coalition reacted to Cabildo Abierto’s statements with a call for unity. The Colorado candidate, Andrés Ojeda, has emphasized the need to maintain a solid coalition, arguing that “our best chance was always when we were all together.” This speech seeks to revitalize the sense of belonging in the coalition and guarantee a common strategy.

Álvaro Delgado, former presidential candidate of the National Party (defeated by Orsi)joined these statements, reaffirming that the coalition is not the property of the leaders, but rather belongs to the citizens. This collective approach seeks to reinforce the image of a united bloc ahead of the next elections and present an effective opposition to the new government.

Challenges present in the departmental elections

Cabildo Abierto could have little incentive to remain in the coalition beyond the electoral period, especially in departmental elections. Participation within the Republican Coalition motto in different departments does not ensure strong representation, given the limited number of candidates available for your party.

With only two elected deputies, the possibilities for Cabildo Abierto are reduced. The party faces the challenge of maximizing its influence within the Legislature through these representatives, seeking to maintain its relevance in Uruguayan politics in a changing context.
