Within the framework of the organization of the Great National Congress of the Historical, Bolivarian, Popular, Chavista and Socialist Block of Venezuela for the 21st Century, This Monday, the Social Movements of Venezuela and the national leadership of the United Socialist Party of Venezuela held a preparatory meeting with the team promoting this congress.
The Vice President of the Planning Sector and coordinator of the congress, Ricardo Menéndez, said that “this Congress is not just another task, it is not just another meeting, it is a fundamental debate. We are going through a stage of struggle, beginning the stage for 2031. Going from the defensive to the offensive,” says a press release from the Ministry of Planning.
“This is not just another congress, it is the most important debate we have as a country, in which the political and historical model we have as a nation will be discussed, for the revolutionary transformation of all of Venezuelan society,” insisted Menéndez.
For his part, the first vice president of the United Socialist Party of Venezuela (PSUV), Diosdado Cabello, said that “The president has directed special work on this issue, recognizing the comrades of the 5 generations. A broad debate on the 7T, to make recommendations and continue advancing the Revolution.”
Features of the Congress
Menéndez said that this Congress has two fundamental characteristics: the topics and the scales on which they will be debated.
He said that in the first wave that begins tomorrow, grassroots assemblies will be held, followed by communal circuits or their equivalent in the forms of organization by sectors, “the natural dynamics in the territory will be respected.”
He pointed out that the third stage will be at the state level “to group forces to systematize the experiences” and the fourth stage will be the national plenary session that will be held from October 4 to 6.
Living method
“The Congress takes place in dynamics, the idea is that this method of the congress remains alive,” said Menéndez, while pointing out that the proposals of each of the moments in the assemblies must be systematized and uploaded to the digital platform. congresdelblockhistorico.mppp.gob.ve“The uniqueness of the proposals and the different levels of aggregation where they are expressed must be respected”
He also reiterated that the topics of discussion during the assemblies will be: Homeland or fascism, “how social movements will be seen in the next 30 years, what is the role of the Bolivarian Revolution in the fight against fascism, and what will the country be like in the next 30 years.”
He explained that the second moment is based on the implementation of the Concrete Action Agenda of the 7T Plan in each of the sectors, respecting their scales, “having the detailed map from which we can establish public policies,” and the third is the revolutionary transformation of the State.
Finally, he indicated that “we are the opposite of representative democracy”, which is why “everyone is included within participatory and protagonistic democracy, each of the assemblies is nourished by heterogeneity”.
