The Minister of Labor and Social Security, Pablo Mieres, spoke at the opening of the Seminar “Organizing working time in a changing world”. Mieres pointed out that “the mechanisms linked to the labor relationship have to attend to the signs of change that reality is producing and provide adequate legal frameworks.”
The Seminar takes place in the Sala Maggiolo of the University of the Republic. At the opening, Fabio Bertranou, director of the ILO office for the Southern Cone and Latin America, and references from the academy also spoke.
“There is always a tension between the reality of society and the legal framework. Sometimes the Law is ahead, but in most cases the Law collects what the evolution of society generates, and builds those fundamental rules of the game, “said the minister.
«This is one of the cases where society is moving and in some way everything that has to do with the mechanisms linked to the work relationship, they have to attend to the signs of change that reality is producing and provide adequate legal frameworks », he added.
As an example, he cited the impact of technologies on labor relations, and referred to the recent Law on Teleworking (No. 19978) and the bill that will be sent to Parliament that contemplates those who work through applications.
“What is important are the values, the principles and rights that are inalienable, another thing is the formats and channels through which that assessment of principles and rights is translated,” he said.
