The Special Commission for the Defense of the Guayana Esequiba Territory and Territorial Sovereignty of the National Assembly approved the proposal for the constitution of the Guayana Esequiba state.
The president of the Special Commission for the Defense of the Essequibo Territory, deputy Hermann Escarrá, stated that the constitution of the state of Guayana Esequiba is not comparable to the rest of the constitutions of the states that make up the federation of Venezuela.
“We are discussing, probably, the most important constitution of the Republic, after the Constitution of 1811. The act that we are going to verify now is a historic act, of historic significance,” he said.
The parliamentarian explained that this law is an initiative of the national Executive that has its origin in a referendum and was unanimously approved by the Assembly.
He said that this proposal will be presented to the National Parliament in this last parliamentary period that ends on December 15.
“And of course, we will open the bases for the draft constitution of the state of Essequibo to consultation.”
He added that article ten of the Law in Defense of Essequibo states that the new Essequibo state will have the same territory as Essequibo Guyana, comprising the Atlantic Ocean to the north, the Federative Republic of Brazil to the south, the Cooperative Republic of Guyana to the east and the states of Delta Amacuro and Bolívar to the west.
Escarrá noted that the new state has international significance.
“It is a state that must be framed with the utmost care in accordance with international public law. It is a state that vindicates, in an act of heroism, bravery, and sovereignty, the people of Venezuela and the re-elected president Nicolás Maduro Moros.”
The deputy stated that in order to safeguard sovereignty, the Bolivarian National Armed Forces are deployed in this territory.
“The Armed Forces University already has a structure in that area,” he added.
