The CNE has said that the use of fingerprint scanners is anchored to their possible participation in the primary, in which the Unitary Platform hopes to choose a candidate for the 2024 presidential elections. The National Commission for Primaryin a brief statement and without giving explanations, reported on the afternoon of this Thursday, May 4 that its technical commission met for the second time with representatives of the National Electoral Council (CNE) since the organization conditioned the logistical support for the primaries to the use of the fingerprint sensor

The first meeting was held on April 28, where “ideas were exchanged and details were made on the requests made and the corresponding report or response, which was issued by a CNE commission last week,” said Jesús María Casal, president of the Commission.

The CNE warned that the use of fingerprint scanners was anchored to their possible participation in holding these elections, where the Unitary Platform hopes to choose a candidate for the 2024 presidential elections. According to the electoral body, eliminating this system from the equation generates “vulnerability” in the process and would open the possibility of violations of the “one voter, one vote” principle.

While Casal has said that “the caution” that the Commission manages not to stick to the use of fingerprint scanners “is to protect the identity of the voter. A concrete formula is to use the voting machine under the test modality. We understand that the functionality of the fingerprint scanner is not the same as in the presidential ones, but the Primary Commission could make this request.

The president of the Primary Commission clarified that these meetings do not interfere with the schedule of consultations with political parties, pre-candidates and factors interested in the primary election, but that “the clarified points are inputs to continue with the consultations.”

In addition to the elimination of the biometric authentication system, the National Commission for Primary Education has asked the CNE for a day on the Electoral Registry and the counting and totalization parallel to the automated system.
