The president of Ecuador, Daniel Noboa, decreed a new state of exception for seven provinces and three municipalities, measures that he already adopted last year to address insecurity in his country.
Among the provinces where the measure applies for 60 days are those of Guayas, Los Ríos, Manabí, Orellana, Santa Elena, El Oro and Sucumbíos.
While the municipalities in which the provision will govern are La Troncal, in the province of Cañar; Camilo Ponce, in the province of Azuay, and in the Metropolitan District of Quito, in the province of Pichincha.
The measure provides for the mobilization of the Armed Forces and the suspension of the rights to the inviolability of home and correspondence, as well as a curfew from 10:00 p.m. to 5:00 a.m. in 22 municipalities and one parish in Ecuador. with certain exceptions with the respective credentials, as it does not apply to public and private health services personnel, members of the public force, complementary private security, media personnel, among others.

Likewise, it occurs while Ecuador is preparing to complete, on January 9, one year under the declaration of “internal armed conflict”, decreed by Noboa at times of increasing acts of violence, which included riots in prisons and the assault of hooded armed men. to a television channel, while doing a live broadcast.
Criticism from certain human rights organizations for fear that the measure could exceed the limits of the actions of law enforcement intensified this week when it was confirmed that four charred bodies in Guayaquil corresponded to those of the minors who disappeared on December 8 after having been apprehended by a military patrol.
The authorities have indicated that the arrest took place in an area where a woman was allegedly assaulted and noted that the soldiers left the minors alive, but did not hand them over to the Police or their legal representatives. Furthermore, they did not communicate the arrest of the minors between 11 and 15 years old to their superiors.
Justice has ordered the preventive detention of the 16 members of the military patrol for investigations in a case that investigates an alleged forced disappearance of minors, whose bodies were buried last Wednesday.
