Petroperú annulled contract with company investigated for alleged irregularities

announced this Thursday, December 23, the nullity of the contract signed with Heaven Petroleum Operators for the acquisition of Biodiesel B100. The decision of the state-owned company comes after the authorities’ investigations into alleged interference by the Government in said bidding process.

In a statement, the entity explained that such a decision was made after detecting that a notary public was not present at the reception of the proposals.

“The Petroperú administration decided to declare the nullity of the contracts derived from the Competition Process N ° COM-012-2021-GDCH / PETROPERÚ ‘Acquisition of Biodiesel B100 in the local market for the period January-April 2022 ′, having detected that a notary public was not present at the reception of the proposals, as the procedure indicates “, he indicated in his pronouncement.

Petroperú announced that the biodiesel contract was annulled due to the absence of a notary public.

Therefore, Petroperú remarked that it will make a new call that “Allow to meet the demand for this product” and so “Guarantee the supply of the hydrocarbon market”.

“It guarantees its commitment to transparency in the processes of contracting goods and services, following the procedures established by the company and within the current legal framework”, he remarked.

“Regarding the preliminary investigations that the Public Ministry and the Comptroller General of the Republic have been carrying out on this issue, Petroperú has provided all facilities and has been responding to requests for information on this process. In this sense, it reiterates and reaffirms its willingness to continue collaborating with the control and oversight bodies “he added.

The cancellation of the contract was known while the Public Ministry, the Office of the Attorney General of the Republic and the Office of the Comptroller General of the Republic carried out a procedure to collect information at the headquarters of Petroperú, in San Isidro.

This, as part of the investigation of the anti-corruption prosecutor’s office for the selection process for the acquisition of Biodiesel B 100 for the Callao, Conchán and Mollendo Sales Plant for 2022.

For this reason, the general manager of Petroperú, Hugo Chávez Arévalo, and the officials Gunther Document Celis, manager of the distribution department, were included in the inquiries; Muslaim Abusada Sumar, supply chain manager; and Roger Liy, manager of Petroperú’s purchasing and hydrocarbons department, as authors.

Also included are businessman Samir Abudayeh Giha, CEO of Heaven Petroleum Operators; Karelim López Arredondo and Gregorio Sáenz Moya, representative of the National Board of Palm Growers.
