In the promotions of generals and admirals, which took place on July 4, the ruler Nicolás Maduro promoted 14 vice admirals and 18 rear admirals. Among the new vice admirals are Jovir José Evies Bueno, national commissioner of the Great Peace Quadrants Mission, Joel Adrián Mena Sorett, head of the National Office Against Organized Crime and Financing of Terrorism; and Luis Gabriel Montaño Hernández, director of the Dr. Carlos Arvelo Military Hospital in Caracas
In the promotions of generals and admirals, which took place on July 4, the ruler Nicolás Maduro promoted 14 vice admirals and 18 rear admirals for a total of 32 within the Navy. These senior officers belong to the group of 167 soldiers who are part of the new cadre of senior officers of the National Armed Force (FAN).
The list of promotions to vice admirals in the Navy, which in the other components is equivalent to the rank of Major General, is headed by Carlos David Luque Solórzano, to date second commander of the Marine Infantry and who, among other military positions, served as commander of the 1st Marine Brigade “Navy Captain Manuel Ponte Rodríguez”. Next on the list is Leonardo Alberto Castellano Molina, second commander of the Coast Guard; Wilmer Guerrero Zambrano, commander of Naval Training; Javier Isnardo Roa Moncada, who was second commander of the squadron, and Luis Gabriel Montaño Hernández, director of the Dr. Carlos Arvelo Military Hospital in Caracas.
The other promoted vice admirals are Ricardo Alberto Vigilanza Carpentieri; Nelson Rafael Callejas Montilla second commander of the Integral Defense Operational Zone (ZODI) Carabobo; Manuel Eduardo Pérez Cedeño, who was chief of staff of the Navy; Wilson Héctor Alejandro Bolívar, commander of the Seventh Marine Brigade; and Jovir José Evies Well, national commissioner of the Great Peace Quadrants Mission.

The promotions within the Navy also fell to Vice Admirals Lenín José García Borra, director of the General Assistantship of this component, and who was commander of the Main Coast Guard Station “TN. Pedro Lucas Urribarri”; Angel Humberto Sisco Mota; Agustín Ramón Fernández González, and Joel Adrián Mena Sorett, head of the National Office Against Organized Crime and Financing of Terrorism.
After the promotions of generals and admirals, Maduro has already announced the ratification of the Minister of Defense, General in Chief Vladimir Padrino Lopez (who has been in office since 2014), the head of the Strategic Operational Command (Ceofan), General in Chief Domingo Hernández Lárez, and the commander of Aviation, Santiago Alejandro Infante Itriago.
In the case of the Navy, the component where the new vice admirals are, Admiral Neil Jesús Villamizar Sánchez (promoted to admiral in July 2021) was appointed as commander and who for two years was the head of the Integral Defense Strategic Region ( REDI) Maritime Insular with jurisdiction in the state of Nueva Esparta. The officer, among other positions, was commander of the Navy Squad; the Captain Felipe Santiago Estéves Naval Training Center and the Navy Submarine Squadron.

The model of the Integral Defense Strategic Regions remains to be configured (REDI) and the ZODIs. Maduro said that the promotions represent “the recognition of his military merits, his morale, honesty, discipline and commitment to the country.”
