On Tuesday, the National Emergency Operations Committee ordered a ban on burning the dolls in public spaces by the end of the year.
The provision to prohibit burning puppets by the end of the year it sparked a dispute between the Municipality of Guayaquil and the National Emergency Operations Committee (COE). The Mayor’s Office of the Main Port indicated that it will not sanction those who choose to carry out this Ecuadorian tradition.
The topic starts last Tuesday (December 14, 2021). The COE indicated at a press conference that these activities were prohibited in public space: concerts, Child shows, processions, novenas, festivals of old years, popular festivals, festivals, dances and also the burning of puppets.
The Municipality Guayaquil maintains that as long as the resources do not exist, this provision cannot be complied with. “This can only be carried out to the extent that the same National COE assigns human resources, logistical and financial to enforce this measure, “said a statement shared by the mayor (e) of Guayaquil, Josué Sánchez.

He added that as long as these elements are not available, the Municipality “Will not exercise control or sanction over the burning; except what we’ve done before: restrict the burning in regenerated areas, sidewalks and paved streets ”.
The Municipality also endorsed the sale of puppets. The merchants had denounced that after the provisions of the COE sales decreased since the families indicated that they could not burn the old years.
Despite the response from the Guayaquil Mayor’s Office, the COE’s provision is maintained and is national in scope. There is still no response to Sánchez’s letter.
