Last Sunday the violator of human rights died in the dictatorship, Ayelmiro Pereira, who was imprisoned in the Domingo Arena prison, prosecuted in 2021 for four crimes of abuse of authority and deprivation of liberty with triple repetition in 1974 against young militants of the Union of Communist Youth (UJC).
Among other abuses, he applied torture such as sexual abuse, “submarines” in jars of water with excrement, prods, introduction of objects through the anus, groping, mock execution and rape (own or relatives), hanging, sit-ins, burns, beatings , forced supply of strong drugs, prolonged sleep deprivation, and much more.
His known victims were Francisco Burguette, Lylian Frois, Hugo de los Santos, Gonzalo Fernández Gómez and Carina María Gobbi Calvo. These last two were the ones who brought him to justice.
Despite having this well-known record, he was departmental chief of the Police in Cerro Largo between 2001 and 2005, in the Colorado government of Jorge Batlle. And as if this were not enough, the current Ministry of the Interior, in charge of Luis Alberto Heber, paid tribute to him for his death.
As published the daily, on Sunday an order was issued from the police leadership indicating that on Monday the 24th the pavilion should be hoisted to half-staff to honor the former Cerro Largo police chief.
The ordinance came from the departmental Unified Command Center (CCU), which reports to the Cerro Largo Police Chief.
Who ordered the tribute?
In March 2020, the Ministry appointed José Adán Olivera as chief, who did not last long because in December 2021 he was removed from his post for being charged with the crime of revealing a secret. In his place was Ignacio González, who has been in the position until today.
However, González is on leave and still, that is, the order for the tribute to the repressor would not have been signed by him. The aforementioned newspaper assures that it is not known who is responsible or if the National Police authorities are aware of the fact.
Sources from within the Ministry of the Interior said that in the Cerro Largo leadership there is no deputy chief in office: the third in charge is Danubio Fábrica, coordinator of the headquarters, and he is in his position now.
The National Police ordered to manage an “urgent information”, an administrative procedure in the public function that is applied when an irregular event transcends to investigate its origin. The next step would be an administrative investigation, if it is found to be appropriate.
