The Ministry of Defence (Mindef) rejected the proposal sent by the congresswoman Nieves Limachi (Democratic Peru) to President of the Council of Ministers, Hannibal Torresfor the purpose of changing the color and shape of the national flag.
“On the proposal to change the National Flag, Article 49 of the Constitution establishes its shape and colors; therefore, any change violates the principle of national identity”, wrote the Mindef on his Twitter account.
In this sense, he recalled a sentence of the Constitutional Court (TC) which indicates that the patriotic symbols have as their objective the representation of feelings of identity of all Peruvians.
“The ruling of the Constitutional Court in file 00044-2004-AI-TC indicates that national symbols have a function of representing feelings of national identity. Their permanence, stability and intangibility is what allows successive generations to identify with the symbols and turn them into a factor of social cohesion and pride.”, he stated.
The Ministry of Defense asserted that said proposal does not meet “with the principles of vexillology or symbolism”, since he clarified that it contains graphic morphological similarities with flags of foreign countries and municipalities. For this reason, considered that the approach is inadmissible and unfeasible.
Proposal
Through an official letter, dated March 4, the parliamentarian Limachi Quispe addressed the chief of staff, Hannibal Torres and shared a proposal from citizen Marcos Fortunato Mendoza Huamán to change the shape and color of the Peruvian flag.
“I transfer the citizen proposal sent to my congressional office by Mr. Marco Mendoza Huamán (…) for which he proposes the change of design, shape and colors of the flag of Peru”, Limachi indicated in his letter.
