Guillermo Moreno: The country is exposed to a political crisis

The president of the Alianza País Party (ALPAIS), Guillermo Moreno, warned that the country is again exposed to an electoral crisis because the legal instrument that should guide and serve as a framework for the parties, voters and the Central Electoral Board has not been approved. .

Interviewed by the journalist Federico Méndez, in the program Esferas de Poder, which is broadcast on Sundays from 8:00 a.m. to 9:00 a.m., on RNN Channel 27, he affirmed that time is upon us because the Central Electoral Board has already established its calendar for the 2024 elections based on current law

“In other words, we are once again exposed to an electoral crisis because the legal instrument that should guide and serve as a framework for all the actions of the parties, the voters, the citizens, and the electoral body itself is pending a necessary reform and the legislative body does not react”, said.

Moreno asked Congress for greater speed in the approval of the laws so that they are the ones that govern the electoral process of 2024.

He warned that it is not possible to go to the elections with the state in which the laws of Political Parties and the Organic of the Electoral Regime are found because they will become sources of many judicial controversies and gaps that in the process.

“You have to think that, if that law is modified, you have to redo the electoral calendar, set new dates, new deadlines and we are, I insist, 13 months from the municipal elections,” he said.

He said that at the time he described the Law of Parties as a tome because it contained a series of unconstitutional provisions, contradictions and gaps that led both the Constitutional Court and the Superior Electoral Court on more than ten occasions to modify or annul the articles of that provision.

He considered that it is a law made to patches and many gapswhich motivated the JCE to prepare an extraordinary project where it identified the contradictions and established the closest solutions.

He recalled that this project has been deposited in the National Congress for more than a year, and was taken up again at the Dialogue Table where a series of articles were agreed upon.

“However, this is the moment, when we are 13 months away from the municipal elections, that the necessary reform to the Electoral Law has not been carried out,” he said.

It qualifies as an astonishing parsimony and negligence in Congress regarding the approval process of this reform.

He argued that the parties that have a majority in the legislative chambers lack interest in the reforms because they want to go to a chaotic electoral process with an outrageous law.

The former prosecutor of the National District observed that Vila del Castillo is involved in a reform that the Dominican State is making of the Police, so it must be able to specify the cases in a concrete way.

He warned that if the commissioner reached that conclusion he knows the names of the corrupt and the government has the mechanisms to do the investigation and take it to court.

He understands that if someone should have made that complaint upfront, it is the Minister of the Interior and Police, Jesús Vásquez Martínez.

“Because it is not true that 100% of the officers of the National Police are corrupt and are gangsters, and have become rich, it is true that there are many rotten apples in the Police and it is true that they have names and surnames, and it is true that that corruption has occurred from the highest spheres to the lowest levels”, he argued.

However, Moreno said that in an investigation of this type that is being carried out by a person commissioned by the Ministry of the Interior and Police and the government, he cannot speak in a general way.

He considered that the fight for citizen security requires a transformation of the Police, because it is a body that has many deficiencies, one of which is the mafias, power groups and corruption.

“I think that this is a detected evil and that it has been repeated many times, in this sense, this statement puts a finger on the sore spot of an evil that the National Police has,” narrowed.

He indicated that, within the rottenness of the Police, there are people who have had an impeccable life who must feel upset with a generalized signaling.

“This is an accusation that, made in this way, irresponsibly, has referred to the 30,000 members of the National Police and the thousands and thousands of retired officers, so I say: this is irresponsible,” he emphasized.

It proposes to resolve the budgetary situation of the JCE

The president of the Alianza País Party (ALPAIS), Dr. Guillermo Moreno, understands that the budget issue of the Central Electoral Board is an important point that must be resolved, because without resources the country is exposed to a deficient electoral process.

He stated that in his reconsideration for a game budget for 2023the Central Electoral Board is requesting the approval of a budget of RD$18,000 million pesos to begin the organization and assembly of the elections at the presidential, congressional and municipal level in 2024.

Moreno reported that the budget item assigned to the JCE in the draft General State Budget for next year is RD$8,000 million.

“According to the budget project, the Board is assigned some RD$8,000 million and the president of the Central Electoral Board is demanding RD$18,000 million, that is, a notable difference of RD$10,000 million that they are proposing that they require as a budget by 2023”, he specified.

Moreno said that the president of the JCE, Roman Jaquez Liranzoalleges that 2023, although it is true that it is a pre-election year, should be prepared for the two elections of 2024.

Likewise, he argues that the municipal elections will be held in February and it must be understood that they should not be organized with the 2024 budget, because their assembly must be ready by December 2023.

“The same, to a lesser extent, but to a large extent, the same thing also happens with the May 2024 elections,” he adds.

The president of ALPAIS understands that this is an important point that must be resolved, because without resources the country is exposed to a deficient electoral process.

“You have to listen to the claims that the electoral body is making, you have to attend to those claims in everything that is justifiable and necessary for us to have the proper electoral process,” he emphasized.

Moreno warned that the law contemplates that the one who campaigns at the wrong time, the JCE can administratively not accept the candidacy.

“In electoral matters we have several problems raised, a first problem is that a campaign has effectively started at the wrong time, it began when a primary was held under the name of consultation, because what the Dominican Liberation Party did was primaries and under the mock consultation ended up choosing who is going to be their presidential candidate”, he argued.

The leader politician assured that the official sector has also maintained a Promotion campaign re-election, with billboards in many places where the figure of President Luis Abinader is being promoted.

“That is a first level of problems that requires a character attitude on the part of the Central Electoral Board, because it is not possible that a group of parties are subject to the rule of law and others, then what they are doing is campaigning, taking advantage of its dominant position in the political system,” he stressed.
