Governors discuss fund to stabilize fuel prices

The creation of a fund that allows the stabilization of fuel prices for consumers was the main topic discussed by governors across the country in the virtual edition of the Forum of Governors, this Thursday (3). Joint actions to combat covid-19 and the difficulty of some states in complying with the new national salary floor for professionals in the public basic education network were also addressed at the meeting.Governors discuss fund to stabilize fuel prices

In the opinion of the forum coordinator, governor of Piauí, Wellington Dias, it is necessary to create a fund that does not harm the revenue of states, municipalities and the Union.

Defended by the governors, the updated version of the Bill No. 1472/2021 establishes fuel price guidelines, creates the Fuel Price Stabilization Fund, and institutes an export tax on crude oil.

“The fund attacks the root of the problem [alta dos combustíveis] because it starts to tax, on the one hand, the export of oil, and on the other, the profitability generated by the dynamics of fuel prices. It is with these resources, the result of the extra revenues from Petrobras being allocated to the fund, that we can equalize prices for the consumer”, defended Dias.

Floor

Another issue debated among the governors was the difficulty on the part of the states to comply with the payment of the salary readjustment of 33.24% for professionals in the public basic education network. In the evaluation of part of the governors, the floor creates problems for the states because of the already structured career plans, including for the federative entities that do not have a plan.

The floor is calculated from the value per student defined by the Basic Education Maintenance and Development Fund (Fundeb). The law determines that inflation variations and the Tax on Circulation of Goods and Services (ICMS), collected by the states, apply. In 2022, the value will be corrected and the floor of the category will be R$ 3,845.63. More than 1.7 million teachers from states and municipalities, who teach more than 38 million students in public schools, will benefit.

Pandemic

The current situation of the pandemic was also discussed among the governors. They are studying an alignment between the states to control the entry and exit of people via ports and airports. The agreement will be discussed by the Health Departments of each state and taken to the federal government.

“We recommend that the 27 units of the federation control the entry of people from other countries, via airports and ports, in order to adopt the requirement of an exam for the detection of covid-19 72 hours before departure and, upon arrival of the trip, if the person has symptoms, quarantine. We also ask that the vaccination cycle of those who come from abroad be proven”, said Wellington Dias.
