Dina Boluarte case: Final report should be presented no later than November 8

File constitutional complaint against Dina Boluarte

The Subcommittee on Constitutional Accusations (SAC) decided by majority, with 13 votes in favor and 8 against, to file the complaint against the vice president who was accused of infringing the Constitution due to a conflict of interest regarding the acts that she performed on behalf of the Apurímac Departmental Club before the Municipality of Lima when she was Minister of Development and Social Inclusion.

The Magisterial Block, Peru Bicentennial, Peru Democrático, Peru Libre, Integridad y Desarrollo, Acción Popular, Juntos por el Perú and Somos Perú voted in favor of archiving. They were opposed by Fuerza Popular, Renovación Popular, APP and Avanza País.

Congresswoman Norma Yarrow (AvP), a member of the SAC and one of the authors of the complaint, told Peru21 disappointed by the result and attributed it to a political miscalculation since the session was scheduled during the week of representation and therefore the necessary coordination was not carried out. Indeed, only three congressmen attended in person: Susel Paredes, the president of this working group, Lady Camones, and Yarrow.

For his part, from Acción Popular, whose three votes tipped the balance in favor of the ruling party, parliamentarian José Arriola reiterated to this newspaper that there is no infraction and that the complaint was filed by a “fever” from the opposition. In addition, he considered that Dina Boluarte does not necessarily represent continuity in the event that President Pedro Castillo is vacated from office because he has shown “gestures of detachment.”

Future of the complaint

The report that recommends the filing of the complaint will now go to the Permanent Commission, where it must be ratified. However, if its members do not agree, they could return the report to the SAC and, in that case, it would be up to Camones to appoint a new case delegate to start the whole process over again.
