In the Constitution Commission Two bills were supported today that propose to modify the number of votes necessary for Congress to declare the vacancy of the President of the Republicas well as an initiative so that people convicted of homicide cannot run for the presidency and vice-presidency.
Diego Bazán’s proposal (Avanza País) suggests modifying paragraph d of article 89-A in the Congress regulations to reduce the legal number to agree on the presidential vacancy from 2/3 to 3/5. Thus, 87 votes would be needed for it, and not 78, as is currently the case.
For his part, the legislator Segundo Quiroz supported the project that proposed to modify the same article, but to increase the percentages in said procedure. In his case, he requires that it be no less than 4/5 of the total legal number of congressmen: 104 votes.
Constitution Commission: debate projects on presidential vacancy
Another project that will be seen in the session will be the Alexander Munante, who seeks to incorporate subsection g in article 68 and article 89-B of the Congress regulations. In this way, the procedure for suspending the exercise of the presidency for the reasons provided for in article 114 of the Political Constitution would be regulated.
Projects that prohibit those sentenced for homicide from running for the Presidency
Among other items on the agenda is the initiative to Carlos Anderson, which proposes to modify Law No. 26859, Organic Law of Electionswith the purpose that citizens who are sentenced or are accomplices for the crimes of homicide and kidnapping cannot apply for the position of president and vice president of the Republic.
Likewise, there is also the Patricia Chirinos project that proposes to modify the same law in order to incorporate the crime of intentional homicide to the impediments to apply for positions of popular electionr.
