Carlos Jacob, Secretary General of the Office of the president peter castlewent to Government Palace Institutional Control Body to request that control action be initiated against the advisor Bibert Castillo. Jaico argues that said request is due to an alleged participation of the advisor in the appointment of Daniel Salaverry as head of Perupetro.
In the document presented by Jaico, the sending of a memorandum dated January 27 to advisor Biberto Castillo so that, within a maximum period of 24 hours, you can report “on any communication by telephone or by other means, as well as the content of the same that he would have carried out with the Minister of Energy and Mines or other competent officials of the aforementioned sector”. Given this, Jaico mentioned that he did not get a response from Castillo.
“Knowing the importance of following the administrative procedure and the pertinent regular channel for the appointment of a high-ranking State official, it is important that it has been carried out with the reports that support said appointment (…). For these considerations, in my capacity as the highest executive authority of the Presidential Office, I I request that you initiate a control action to determine the possible administrative and criminal responsibilities of the FAG advisor Biberto Benerando Castillo León and, if applicable, order the initiation of the respective legal actions”, Jaico requests in the document sent to the Institutional Control Body of the Palace.
Conversations between the Undersecretary of the Presidency, Beder Camacho, and Commander Gallardo were also not recorded.
Subsequently, Carlos Jacob sent a second letter to Institutional Control Body of the Office in which he requests another control action from the Undersecretary General of the Presidency, Beder Ramon Camacho Gadea.
Jaico refers to a meeting of approximately five hours that Beder Camacho held with the General Commander of the Police, Javier Gallardo. After the appointment, in which Jaico did not participate because he was on leave, “Camacho Gadea never informed the head of said meeting.” Also, on January 7 there was another meeting between Gallardo and Camacho that was not recorded either.
“For these considerations, in my capacity as the highest executive authority of the Presidential Office, I I request that you initiate a control action to determine the possible administrative and criminal responsibilities of the Undersecretary General Beder Ramón Camacho Gadea and, if applicable, order the initiation of the corresponding legal actions”, explains Carlos Jaico.
Finally, there is a third document in which Carlos Jaico addresses Beder Camacho directly to request information regarding “driving and supervision, in the transportation area, in relation to high-end vehicle commissions corresponding to the period from 27 to 31 December 2021″.
