The problems in the Government of Santa Cruz were an open secret, now they are explicitly known. There is a bureaucratic environment that has been pernicious, rather than healthy, for managing the departmental government.

The problem is not from now nor from two months ago; the problem started much earlier and was showing with some actions. However, now that the governor is detained in the Chonchocoro prison, it is evident that the second in command (lieutenant governor) has been marginalized, without the ability to make decisions, looking from the box at what the secretaries and assembly members define, without ruling out any We believe that he is very close to the first departmental authority.

There is no teamwork, despite the adversity that means that the first authority is imprisoned in another city and with episodes of isolation, such as the one on Tuesday when his adviser was not allowed to enter so that he could enact the departmental law on temporary absence .

And while Luis Fernando Camacho is detained, the department does not stop. Being the largest in the country, it faces problems due to flooding, the dengue epidemic and others, with results that are not ideal and that end up affecting the population.

The bottom line of the matter is that the bureaucrats (people designated to carry out specific tasks in the Governor’s Office) are the ones who block the lieutenant governor from having a more prominent and determined role in this institution. This role is not coherent with the discourse that comes from the departmental government in the fight for democracy in Bolivia. What are we talking about if an elected authority is pushed aside?

During the two months and 10 days that the governor is in the Chonchocoro prison, after having been kidnapped and his political and citizen rights violated, it has been insisted that the first authority in Santa Cruz is Luis Fernando Camacho. No one has questioned this, not even the Movement Toward Socialism. The lieutenant governor assures that he is not interested in becoming the first performance in Santa Cruz. So, what is the obstacle that prevents coordinating, working together and stopping giving the opposition an opportunity to question the management in the Governor’s Office?

On the other hand, as long as Mario Aguilera is closed to having a role of greater importance, the MAS has advanced in initiatives that seek a change of command in the Governor’s Office. An enforcement action demand that was accepted and from which derived the need for a law to regulate temporary absence; the initiatives to revoke the mandate of the indigenous assembly members who are related and give Creemos a majority; and the lawsuit against Luis Fernando Camacho for having promulgated a decree for a secretary to take over his position instead of the lieutenant governor.

In other words, the harmful bureaucratic environment is harming instead of helping and it does so abusively. They say that Governor Camacho signs documents in the prison, but receives visits from his advisers once or twice a week. And the rest of the time, who is in charge of the Government?

Santa Cruz is the most populated department in the country. This dimension also makes it necessary to solve serious problems, from the invasion of land, the difficulties of the lack of metropolitan action, the dengue epidemic, along with others. All this demands that the Government have a coherent command, not confronted, dedicated to one hundred percent.

In this sense, it is urgent that order be established, since these fissures affect all the inhabitants of Santa Cruz, not only the small and petty political circles.
