Fujimoristas support Los Niños to fire 800 police officers

What Los Niños, who now have the support of Fujimori, are seeking is to expel from the National Police the police officers who investigated, intervened and raided them. when they were under the orders of Eficcop.

These congressmen are Elvis Vergara, Wilson Soto, Carlos Alva, Ilich López, Luis Aragón, Hilda Portero, Silvia Monteza, Juan Mori and Pedro Martínez.
The project aims to take advantage of the context of the current regular retirement process in which the National Police finds itself.

On October 24, legislator Ramírez addressed a letter to the president of the National Defense Commission, Adriana Tudela Gutiérrez, requesting that the technical secretariat of said commission immediately prepare a pre-report on Bill 8923-2024, presented by Los Niños, to be debated this week in an ordinary session. The argument was the increase in citizen insecurity and organized crime.
La República repeatedly sought Tania Ramírez’s version, but received no response. However, the support for his initiative is found in the aforementioned office.

“The country is experiencing moments of uncertainty in the face of the overwhelming wave of citizen insecurity and crime that has been destroying the family and business economy (…), leading to widespread unemployment at the national level (…), and some representatives of the commercial emporium Gamarra have threatened to carry out a tax strike as a sign of protest against the authorities for their inaction,” the Fujimori congresswoman points out in the document.
But it is not indicated how this drastic reduction in personnel will improve the fight against crime.

The framework

On September 13 of this year, under the title of “Law that strengthens the organizational structure of the National Police”, the acciopopulist congressman Elvis Vergara Mendoza, one of Los Niños investigated for alleged influence peddling , raised his project before the National Defense Commission. He requested to invite PNP officers, who have disciplinary processes under the pretext of a police restructuring, to retirement exceptionally and for the only time.

Elvis Vergara also did not respond to La República’s interview requests to explain the motivation for the project.

However, Elvis Vergara’s proposal has had the support of the government of President Dina Boluarte and the Minister of the Interior, Juan Santiváñez.

Coincidentally, it was Diviac troops who raided the residence of President Dina Boluarte, as part of the Rolex investigation, and arrested the president’s brother, Nicanor Boluarte.

And it was PNP Captain Junior Izquierdo Yarlequé, from the same police unit, who made public a recording in which Juan Santiváñez assured him that President Boluarte appointed him Minister of the Interior in exchange for deactivating the Diviac.

The money connection

The Defense Commission consulted with the Ministry of Economy and Finance if it was viable to cover the costs of retiring 800 officers. The head of the MEF, José Arista Arbildo, responded that he did not have a budget to pay the benefits of the officers who will retire in an “exceptional manner” and noted several points of the Los Niño bill:

“a) The retirement of PNP officers from arms and services, which could have a projection of years of real and effective service, would generate an unforeseen expense to the State at the time of delivery of the CTS.�.

b) Does not comply with the budget stability rules regulated in the Law on Financial Balance of the Public Sector Budget for fiscal year 2024.

c) The estimated cost of the regulatory proposal regarding the CTS amounts to S/ 50 –458,109.

d) It contravenes the principle of Budgetary Balance contemplated in the Political Constitution of Peru.

Despite the devastating response from the MEF, surprisingly, the Minister of the Interior, Juan Santiváñez, sent to the Defense Commission a report from the Administrative Management Advisory Team of the PNP General Staff, which indicates that there was no problem with money.

According to Minister Santiváñez’s report, dismissing the 800 officers would represent a budget expenditure of S/ 75,396,580, “a viable figure to attend as long as there is budget certification,” it is indicated. in the report.
Of that total, S/11,541,064 represents the payment of change of residence benefits (15%) and S/ 63,855,486 for compensation for time of service (CTS) (85%)

scraping the pot

In an effort to raise money to pay benefits for officers who will retire in an “exceptional manner,†the National Police Command has ordered that the balances be withdrawn from the budgets of the executing units with the purpose of making the long-awaited bill promoted by Congressman Elvis Vergara viable, sources from La República reported.

That is, they will use the funds of the specialized and operational units such as the Anti-Drug Directorate (Dirandro), the Criminal Investigation Directorate (Dirincri), the PNP Intelligence Directorate (DIRIN) and the Seventh Lima Police Region, among others. others.

According to sources, the Directorate of Economy and Finance of the PNP has reported that so far an average of S/11,000,000 has been raised.
“They are clashing with the money for police personnel uniforms and with the money for spare parts allocated for the vehicles that take to the streets every day to combat delinquency and organized crime,†police sources criticized.

Testimonies from National Police officers whose identity is kept confidential, revealed to this newspaper that behind the bill promoted by the congressmen of the Los Niños case, is the Minister of the Interior, Juan Santivañez, who Its objective is to get rid of officers who are uncomfortable for him and the executive, among whom are Colonels Harvey Colchado and Walter Lozano, as well as Captain Junior Izquierdo, known as “Culebra.”

Next on the list is PNP commander Jorge García Caro, captains Gianmarco Dueñas Chávez and Carlos Martínez García, all from Diviac and who belonged to Eficcop.
