2022 is a difficult year, but we have to make it a good year

“Today, you are one of the most important people who are leading in the municipalities,” said the First Secretary of the Central Committee of the Party, Miguel Díaz-Canel Bermúdez, at the closing, this Saturday, of the National Course for presidents of the assemblies municipalities of the People’s Power (AMPP) and its mayors.

The municipality, argued the Head of State, is where the most complex processes in the country take place, hence the importance of this course, because socialism —he added— we have to build from the community, the municipality, the province and the country. .

The President of the Republic highlighted, among the concepts and principles that must govern the work of these cadres, popular participation and control, because the Constitution, he added, establishes that power is exercised by the Sovereign, the people, and you are the representatives of the Sovereign in the municipality.

The seminar, in which presidents of the assemblies and mayors of 31 selected municipalities and other guests, took place from February 28 at the Superior School of the Ñico López Party.

The objective was to update them on strategic issues for the management of the municipal government, with emphasis on the development of strategies to promote local development. The topics taught were in charge of professors and main directors of the National Assembly of People’s Power and Organisms of the Central Administration of the State.

They also carried out activities of historical significance, such as the visit they made to the Fidel Castro Ruz Center, a political and experiential experience that they illustrated in a heartfelt way in the exchange with the First Secretary of the Central Committee.

The preparation activity was entrusted to the Superior School of State and Government Cadres, together with the Directorate of State and Government Cadres, and the Directorate of Preparation and Training of Cadres of the Ministry of Higher Education.

It was reported that in a second stage, the management teams of the 168 municipalities of the country will be prepared with the aim of sharing the lessons learned and thus contributing to the generation of capacities to achieve superior government management and innovation-oriented.

The preparation process includes a third stage, which will consist of the systematic update on the policies and regulations implemented and those that are subsequently adopted.

MANAGEMENT IN PERMANENT CONSTRUCTION

Nancy Acosta Hernández, head of the Office of Attention to Local Administrations in the Council of Ministers, pointed out that the course is part of the search and construction process on how to work at the municipal level according to the precepts of the new Constitution, and provided tools to work better and collectively to have the municipalities we need.

The common denominator of this training —he added— is the accompaniment to the presidents of the AMPP and the mayors for the construction of the country from the bottom up, and to take advantage of all the resources that exist in the localities and put them in function of the development and welfare.

The efforts also include the meticulous work in the selection and preparation of these cadres, as well as the application of science and innovation incorporating the extensive knowledge and expertise that exists in the territories; in addition to the development of computerization and social communication.

The preparation includes, among other purposes, the training of leaders to achieve strategic management of territorial development, the tool —explained Acosta Hernández— that should become the guide for the development of a municipality.

When exchanging about the experiences of the Course, Alexis Acosta Silva, mayor of the municipality of Old Havana, pondered the relevance that training and delving into three essential tools had for him and his colleagues, such as the Local Development Strategy, the territorial and urban and the Food Security and Nutritional Education Plan.

Jorge Luis Torres Barrios, president of the AMPP of Artemisa, celebrated, among other aspects, the fact that the course has allowed them to systematize and delve into the concept of municipal autonomy, a constitutional precept that we will achieve —he reflected— with the cohesion of all in the localities and in harmony with the interests of the other municipalities, the provinces and the nation.

José Ariel Cantero Barreto, president of the AMPP of Güines, extolled the knowledge acquired about the legal norms that govern the functioning of the municipalities and the ways of interpreting them, and the tools that he appropriated to make transparent each process that occurs in a territory. , as well as how to measure the results that are being obtained.

CONSTANT LEARNING

The First Secretary of the Central Committee of the Party, Miguel Díaz-Canel Bermúdez, shared with the mayors and presidents of the AMPP of the 31 municipalities selected for the course (which —we reiterate— will be given in an audiovisual version to the government teams of all municipalities of the country), a broad analysis of the concepts and working methods that he uses.

It was a conference on the scientific foundations of leadership, on the management of government that is needed at all levels, because leading, doing politics —as he showed them— must be a coherent work system, an act of thought and action that at all times carries science and innovation.

Directing —he argued in the presentation— is a continuous investigative process that leads to the initial construction of the theoretical framework —which in our case has to be from socialism, from Marxism—, the diagnosis, the design on how we are going to solve one or more which problem, and checking the results.
The management activity, he conceptualized, has to be scientific, otherwise the only thing we would be doing is improvising.
Díaz-Canel, however, pointed out that learning is a continuous process, here, he told them, we are all learning, and we learn a lot when we share with you.

At the beginning of his conference, the President of the Republic evaluated the current context in which the country is developing, marked, first of all, by a tightened blockade due to the more than 240 measures adopted by the Trump administration and that the current Biden remains unchanged.

We are experiencing a difficult economic and social situation, he explained, but for each problem we have a strategy that must be consolidated at the municipal level. 2022 —he affirmed— is a difficult year, but each of us, from work, “have to make it good”, we have to make it another good year.
