Karla Zecenarro, a prosecutor specializing in crimes of corruption of officials, delivered the transcription of an audio between former minister Juan Silva and businessman Zamir Villaverde to the Nation’s prosecutor, Pablo Sánchez. In said material it is left in evidence how both colluded to benefit Chinese companies with tenders from Decentralized Provías and National Provías, entities attached to the Ministry of Transport and Communications (MTC).
According to the recording of November 4, 2021, Zamir Villaverde tells Juan Silva that the Spanish company Tableros y Puentes (Tapusa) commissioned to deliver $100,000 to benefit her with the construction of the Tarata III Bridge, in the San Martín region. The project was valued at 232.5 million soles.
“Tapusa’s friends here have sent me a present for you (the sound of a suitcase being opened is heard). That’s 100 grand for you. This is a small present. They still don’t charge anything. this is a good sign. It is not the first that Tarata has sent me so you know, they have sent it to me with everything and a suitcase (….) This is the first management that we have achieved,” Villaverde tells Juan Silva.

Before revealing the figure that had been sent to the former MTC minister for awarding the aforementioned project, Villaverde also told him about the new works that had to be directed in favor of the portfolio of companies that the real estate businessman had.
“Juancito, look, I tell you. Already tomorrow, confirmed that the race (bid) of Tarata is won. It’s already won. Yesterday and today two more races (bids) are being played. Sure, they’re not big. They are 65 (millions) and 64 (millions). (…) We still have control. And this coming week those who are big ones of 265 (million) come out ”, details the transcript that the prosecutor Karla Zecenarro delivered.
Similarly, Villaverde mentions the projection he has regarding the portfolio projects managed by Silva Villegas, former head of the MTC.

“There are going to be 18 conservations (of highways) in (Provías) Decentralized. And in the part of (Provías) Nacional there are going to be 11 tenders. So, let’s say, in December, you’re going to see a lot (of tenders)”, he points out.
In that current, he explains how the process is for the beneficiary businessmen to deliver the money and thus be able to distribute it. This is what he says about the Tarata III Bridge construction project.
“Tomorrow they give us the consent, the provider has eight days to present the documents, but he has promised to do it in three (days) or four (days). Once the three days have passed, I will speak with the entity so that they can make the payment faster, between four (days) or five (days). Once they give the payment, it takes two days to enter the account”, Zamir tells him.

“He takes a week to get out. You know I can’t get a transfer because it’s unusual. They delay because they get 100 (thousand soles) or 200 (thousand soles). This is how they collect and give us (the money). So there is no trace. So I live in peace and so do you, Don Juancito”, adds the businessman.
Silva’s response was immediate and warns him: “Be careful because that way I won’t see your name everywhere”.
Given this, Villaverde replies: “Mine is inevitable, don Juan knows why. Well, I’m private. I have a law firm, a transport company, a security company, a real estate company. In case if they ask me, I will say that I have talked with the businessmen because I have a secret study of the information and I will tell them that the conversation was based on the work of the private sector”.
About this, the investigated tells the former head of the MTC that Chinese businessmen do not know with whom he coordinates.

“I speak (of) the Chinese companies Civic, Tapursa, Termitex, Nic, Incox. All of them will talk that they already found me to coordinate, but they don’t know that I talk to whoever coordinates. They just tell me ‘I want you to help me with this and that,’ that’s how Don Juancito is”.
With the transcription of the recording, Juan Silva’s defense is violated by informing that he had never met in his office with Zamir Villaverde and that he did not know him; However, with this aforementioned audio it is confirmed that not only Juan Silva and Zamir Villaverde were in contact. They also negotiated bribes, according to the tax transcript.
