Following the activity mining, the regions received more than S/10,955 million in 2022, reported the Ministry of Energy and Mines (Minem). This disbursement was for fees, legal and contractual royalties, and surveillance and penalty rights.
“For the second consecutive year, the amount transferred exceeds the annual record for said mining concepts,” said the Minem.
The region that received the most resources was Ancash with S/2,867 million. Arequipa and Ica followed with S/1,485 million and S/1,278 million, respectively.
Mining expert Anthony Laub said that, beyond the amount, there is concern about the lack of execution.
“There is a spectacular contribution from the extractive industry, as is the case of mining and hydrocarbons, but due to poor management and the lack of technical capacity of subnational governments, it is not executed,” he assured this newspaper.
In a publication of the Taxpayers Association of December 28, 2022 in Peru21, it was revealed that only 66% of the resources generated by mining had been executed.
For Laub, you have to find a way in which the resource does not go directly to subnational governments. He indicated that a mechanism that would help is that of works for taxes or the creation of a fund that is distributed among all Peruvians.
