The Dominican Association of Teachers (ADP) hopes that the Minister of Education Roberto Fulcar appreciates the “flexibility gesture” of accepting a salary increase 10%, but retroactive to January 2022 or 15% from July.
In a letter sent to the minister on April 25, the union responds to the authorities’ proposal to readjust teachers’ salaries by 10% starting in July.
“The ADP hopes that you value the gesture of flexibility that we have had in order to move forward together to solve the problems that affect the school and immediately build a safe and positive route to achieve quality education for our children, adolescents, youth and people adults who attend our schools and public high schools in decent conditions. That is also our purpose”, expresses the letter sent to the Minerd.

The ADP proposed three scenarios for the discussion of the salary increasethe first of a 15% increase now and 20% in 2024, the second scenario of 10% now, 5% with the Supplementary Budget of 2022 and 10% in the year 2023 and a third approach of 10% now , 10% in 2023 and 10% in 2024.
“We have analyzed the proposal of the Ministry and in the context in which we find ourselves. We are making our initial demand more flexible by accepting a salary readjustment of 10% retroactive to January 2022 or 15% as of July 2022, since the implementation as of this year is barely 5%, with the budget execution being the entire year 2022”, expresses the letter delivered by the ADP to Minister Fulcar.
They also suggest that the percentage be updated for each teaching incentive established in the current regulations and that was scheduled for January 2022.
The union reiterated the commitment to demand the full execution of the agreement signed on June 30, 2021, with President Luis Abinader as guarantor of its compliance and also seek a way out of the situations that affect the quality of education in the Dominican Republic.
In that sense, the ADP asked Minister Fulcar to reactivate the work commissions, based on a schedule with “certain” dates and deadlines for their reactivation and the rendering of reports and specific recommendations.
The ADP remains in permanent session, pending a satisfactory response to the union’s demands and compliance with the ADP-Minerd agreement of June 30, 2021, by the educational authorities. Eduardo Hidalgo was hopeful that a reasonable, positive response will be received for the full compliance with said agreement for the benefit of the national teachers and students, in favor of retirees and pensioners, of the quality of education, as well as reparation of educational centers, the humanization of the extended school day, the improvement of the Semma hospital situation, better school breakfast and lunch, appointment of teachers, administrative staff, as well as a salary readjustment for teachers.
