In Peru we have lost the notion of what this type of responsibility means. It is not operational responsibility, but it is a political responsibility because it is a sector under its responsibility. And, in a normal circumstance, whoever owns the sector has to assume political responsibility, even if he has no direct link with what happened in particular. Former Minister Senmache quickly blurred his image because it became clear that he is not willing to take any responsibility. From the first moment he tried to transfer the responsibility to the Public Ministry and later they have been adding unfortunate statements.

I think it is very battered because it is not only from Senmache, it has been around for a long time. This is a particularly complex sector. During the time that I was in charge of the sector, I could see that the problems are so deep that a State policy is required that can be executed in consensus with various political sectors.
How should the profile of the next minister be?
I don’t think that anyone with the training, with the experience to be able to lead such a complex sector is going to accept being part of a cabinet headed by Mr. Torres. No one who has the profile is going to accept the position, we would have to be happy that it is not worse than those who have already been, that is why I think that the only option to get out of this is to see the way in which there is a cut in the mandates and general elections can be called.
