Although policies and planning for adaptation to climate change increase, financing and implementation of measures still lag behind, warns the Adaptation Gap Report 2021: a storm is brewing, of the United Nations Environment Program (UNEP). The report indicates that about 79 percent of the countries have already adopted at least one adaptation planning instrument at the national level, be it a strategy, a policy or a law, which represents an increase of 7 percent compared to 2020. It adds that at least 65 percent of the countries have one or more sectoral plans and at least 26 percent have one or more planning instruments. However, he indicates, is missing the opportunity to use the fiscal recovery from the Covid-19 pandemic to prioritize sustainable economic growth.
