The Superior Electoral Court (TSE) announced last night (15) the sharing of BRL 4.9 billion from the Special Fund for Campaign Financing (FEFC), the Electoral Fund, intended for subtitles for the 2022 General Elections. The largest Electoral Fund in history was divided among the 32 political parties registered with the TSE. União Brasil, PT, MDB are the parties with the highest amount received.
União Brasil, born from the merger between Democratas and PSL, was entitled to more than R$782 million. The PT, the main opposition party to the federal government, received just over R$503 million. The MDB was entitled to R$ 363 million. In addition, the PSD received R$349 million and the PP approximately R$344 million. Together, these five subtitles account for 47.24% of distributed resources.
The Electoral Fund was created in 2017. Its creation followed the ban on private campaign financing. In 2015, the Federal Supreme Court (STF) prohibited corporate donations to political campaigns, on the grounds that there was an imbalance in the political dispute and abusive exercise of economic power.
To distribute the Electoral Fund, the TSE uses criteria defined by law. Two percent of the total is shared equally by all parties registered with the court.
In addition, 35% are divided among parties that have at least one representative in the Chamber of Deputies, in proportion to the percentage of votes obtained by them in the last election. Another 48% is divided between the parties in proportion to the number of representatives in the Chamber and 15% is divided in proportion to the number of representatives in the Senate.
Electoral Fund resources are not transferred to parties as donations. They must be used exclusively in the financing of electoral campaigns, and the subtitles must account for the use of these values to the Electoral Justice. The funds transferred will only be available to the political party after it has defined criteria for the distribution of values. These criteria must be approved by the party’s national executive board and must be publicly disclosed.
