With the aim of facilitating access to the right of people to enjoy free time, recreation, and get to know quality tourist places at affordable prices, the Ministry of Tourism today presented the “Tourism for All” program.
The presentation of the program was made by the Minister of Tourism, Tabaré Viera, who pointed out that it was created to resize and repower national tourism and contribute to the development of those who work in this industry, but also to social tourism itself, which “ In short, it is a right of all Uruguayans that we have to cover by law,” said the hierarch.
This system is led by the Ministry of Tourism, who will coordinate with other public and private organizations that operate in tourism, such as travel agents, carriers, accommodation, tour guides, gastronomic services, etc. and will work annually without stipulating high seasons. or low, and tourism will be encouraged in seasons with less influx of public.
Minister Viera stressed that the first major objective of this program is to boost domestic tourism. “We all know that this sector, so important for the life of the country, was valued by many when in these years of pandemic we had no tourism. His absence has been revalued” remarked Viera.
The hierarch stressed that the other great objective is that this program, which also integrates social tourism, is provided and marketed exclusively by tour operators, and that the Ministry of Tourism fulfills only its function of promotion, stimulator and coordinator.
Viera stressed that access to a right will be provided to all citizens, which is the right to vacation, recreation, leisure, and that this is framed within what is established by Law No. 19,253 on Tourism Promotion , which creates the National System of Social Tourism and which it will develop from now on, through various subprograms that will be implemented
It is necessary that the travel agent and the other providers that participate in the execution of the package, are registered (when applicable) in the Registry of Tourist Providers of the Ministry of Tourism (Tourist Transport, Accommodation, Tourist Guides, Gastronomy, etc.) .
In turn, the travel agent must submit the tourist packages via a web form to the MINTUR and must include the necessary data to carry out its analysis and approval: detail of the proposing Agency, qualities of the trip, dates or period of possible execution, departure and destination, itinerary, possible carriers, accommodations with which the trip will be executed and the total value of the package.
Once the tourist package or packages have been approved by MINTUR, the travel agent will be authorized to market the same under the conditions of the program.
Said agent must request from the potential beneficiary, a photocopy of the identity card and the proof that accredits him as usufructuary of the benefit. In the eventuality, you will be asked for the data of your companion.
Once the documentation is received, the beneficiary’s affidavit will be completed with their personal data, data on the tourist package offered, the price of the package agreed between the beneficiary and the travel agent, and the price of the separate subsidy.

Affidavit of the Beneficiary according to Form 1 with signature and clarification.

Copy of retirement and/or pension receipt.

Data of the Carrier that executed the trip.

Data of the Accommodation that hosted the Beneficiaries (if applicable).

Document that proves that the Beneficiary (and companion if applicable) actually made the trip.
Once received and the documentation by the MINTUR, the payment of the subsidy will be authorized and managed before the National Development Corporation (CND), which will be effective between the 1st and the 15th of the following month.
