The "mothers of black scarves" demanded justice for extrajudicial executions

According to Lupa por la Vida, a joint monitoring project between Centro Gumilla and Provea, in 2021 there were 1,414 victims of extrajudicial executions, including 13 children, throughout the country, most of them committed by officials of the Scientific Investigations Corps, Penal and Criminalistics (CICP) and regional police

With pain and black scarves on his head. This is how a group of relatives of victims of extrajudicial executions protested on the morning of this July 15 in front of the headquarters of the Public Ministry, in Caracas, to demand true justice and prompt and effective investigations in their cases.

Dilcia Mendoza is the mother of Carlos Alberto Mora, murdered 16 years ago. At the age of 19, he was kidnapped from a house by gunshot officials, kidnapped for more than four hours and then left in the Dr. Miguel Pérez Carreño hospital, west of Caracas, with more than 10 bullet wounds in his body.

“They locked my son in a hole, and in that hole, while they murdered another young man named Wilmer Torres, they shot him as if he were a rabbit inside that hole,” Mendoza assured the media.

Since then, he has requested that these police officers be investigated, but the case continues “with an unjustified procedural delay,” the mother denounced.

In 2016 the body of Carlos Alberto Mora was exhumed. Mendoza pointed out that in the new autopsy nine bullet wounds were recorded, in addition to the extraction of organs.

«Until today the Prosecutor’s Office has not given me an answer, they tell me that they are investigating and that they cannot take the case to court because the file ‘must be shielded’. How many more years do I have to wait to have justice? », she wondered.

According to Lupa por la Vida, a joint monitoring project between Centro Gumilla and Provea, in 2021 there were 1,414 victims of extrajudicial executions, including 13 children, throughout the country, most of them committed by officials of the Scientific Investigations Corps, Penal and Criminalistics (CICP) and regional police.

Kiansy Gandica is another of the mothers, gathered under the Organization of Relatives of Victims of Extrajudicial Executions (Orfavideh), who protested in front of the Public Ministry headquarters. In his case, his son Hebert Escobar was executed by National Guard officials in 2019 in Boleíta Sur, allegedly mistaking him for a criminal.

«These are the signatures that I collected that my son was healthy. He did not deserve the death they gave him, do you think someone is going to sign that he is guilty? My son was not guilty and still they do not want to pay attention to me », he recounted through tears.

According to the testimonies that his mother managed to gather, Hebert Escobar was tied up, beaten and had his throat cut. “The people at the El Llanito hospital told me that they took him face down, because if they took him face up you would see what they had done. They are so brutal that they cut my son’s throat with his right hand, being left-handed with an exact cut, that’s what the pathologist told me, “said Gandica.

As in the case of Carlos Alberto Mora, the authorities have not carried out an effective investigation to find the officials involved in the young man’s death.

For Aracelys Sánchez, one of the founders of Orfavideh, “a mother crying out for justice has already exhausted all resources, this is painful. How much more does this mother have to endure, how many more years to find justice for her son, and put the murderers in prison, who are none other than State security forces ».

Orfavideh asked the Public Ministry to accelerate the investigations, accusations and conclude the trials in cases of extrajudicial executions. They also hope that the complaints filed for torture and forced disappearances will be recognized.
