The Special Team against the Corruption of Power put together an organization chart of the alleged criminal organization that would lead the Republic President, Pedro Castillo Terronesthe same one that would be dedicated to directing public tenders to “finger” in local (municipal) governments in order to benefit their family environment with State money, according to the investigation formalized by the representative of the Prosecutor’s Office, Hans Aguirre.

The alleged organization would be made up of the Minister of Transport and Communications, Geiner Alvarado (leader), who during his tenure as head of the Housing, Construction and Sanitation portfolio, was in charge of increasing the budgets to the municipalities with the emergency decree 102-2021 so that the works are directed in fraudulent public tenders to companies ” facades” of the brothers Espino Lucana.
The coordination task falls to the first ladywhose function was to “make viable and streamline” the projects that the companies of Hugo Espino Lucana for his closeness to the President of the Republic.

Yenifer Paredes comes out as a “figurehead” of the organization. The Special Team maintains that in his statement he mentions that he “does not have income greater than 1,500 soles, nor does he have a known job”; however, he registers an income of S /. 91,970.00, between October 2021 and June 2022.
Yenifer’s participation is “key” because of her closeness to businessman Hugo Espino and Nenil Medina. The latter, according to the Prosecutor’s Office, directed a work of more than 3 million soles in favor of the company Destcon Ingenieros y Arquitectos SAC, represented by Anggi Espino, but managed by his older brother.
Also, the sister-in-law of Pedro Castillo, maintained a relationship with the mayor of Chadín in order to carry out a sanitation work also to favor Espino.
That same operation was carried out with the mayor of Chachapoyas, with whom he met twice to address a technical file financed by Geiner Alvarado in coordination with Lilia Paredes, according to the businessman’s statement.
They are followed by the mayors of the Anguía districts, Jose Nenil Medina; Chachapoyas, Victor Culqui Puerta and Chadin, Cesar Castillo Cabreraas operators, since they were the main beneficiaries of the budget increase of their municipalities after colluding with President Pedro Castillo, Minister Geiner Alvarado and the sisters Yenifer Paredes Y Lilia Paredes.
