“Public complaint: animal abuse in the city of Pamplona, La Celestino neighborhood, they leave a puppy all day locked on a balcony in the sun and shade tied by the neck,” indicated a text accompanying a video, in which the animal is seen indeed, tied up and unable to move, in a house in Pamplona.
“You can neither sit nor lie down and the puppy cries out for help, barks all the time and standing still,” tweeted @Wpalis.
The animal is seen tied by the neck with a chain that, although it is long, was left short and cannot move.
One of those who would be the owner of the dog, seeing that they were recording it, looked out and acted, ironically.
Neighbors have said on social networks that other times they have asked the dog to enter or at least not tie it up like that, and that they have been intimidated. And from the police, “little support.”

It was learned that the police went to the house, but they only released the animal and did not seize it, “because the dog had no signs of malnutrition or abuse.”

Senator Andrea Padilla, an animal activist and rescuer, was one of those who denounced the case and lamented that in order to contact the authorities, channels are enabled in which there are no prompt responses.
