Ramírez asks people to get vaccinated, since Covid-19 is the main cause of death in the country every year.
He noted that he did not introduce the law to please everyone, but rather to make it a useful tool for the entire country. And above all, not to impede the growth of the national economy.

There is a debate on the possible unconstitutionality of the project presented by Ramírez. The same legislator affirms that it seeks to protect a first-line right, of constitutional rank, such as health.
“The National Constitution, in its articles 68 and 69, declares said protection and the promotion of the right to health as fundamental, providing the conditions within a National Health System, resources, plans and policies integrated into social development” reads part of the Bill in the explanatory memorandum.

Hugo Estigarribia, a constitutional lawyer, expressed in this regard that all the inhabitants of the Republic are equal before the law, and what the constitution does not discriminate is unconstitutional.
