They enact a law on payment to teachers that would generate a fiscal cost of S / 42,000 million

The Government today enacted the law that provides for payment to teachers for class preparation without requiring a court ruling, approved by the Plenary of the .

The rule seeks that teachers, active, dismissed and contracted, in administrative headquarters, can receive the bonuses provided in article 48 of Law 24029, Law of Teachers, modified by Law 25212, based on their Total Remuneration, without the requirement of a court ruling and less as res judicata.

As for the period of application, teachers benefiting from the bonuses provided in article 48 of Law 24029, between May 21, 1990 and November 25, 2012, will be favored.

According to Eduardo Morón, president of the Peruvian Association of Insurance Companies (Apeseg), this regulation will have a fiscal cost of S/ 42,000 million, which represents 40% of the annual budget.

He affirmed that this danger was warned in the Fiscal Council, but there was no observation. In addition, he added that the regulation was approved without the opinion of the Budget Committee.

The law establishes the creation of the Teacher Bonus Fund, of an intangible nature, aimed at paying the “debts” recognized in the text of the rule. For this, the Executive has a period of 60 days to prepare its regulations.
