Through a meeting, in which legislators from the Budget Commission of the Chamber of Deputies and the authority of the Ministry of Finance participated, aspects related to the draft Law on Supply and Public Procurement were analyzed
In this regard, the Minister of Finance, Oscar Llamosas, indicated that the senate version it is the one that is closest to the proposal originally presented by the Executive Power and that its approval will represent important savings for the State.
“It’s one of the most important projects presented by this Government and seeks to advance in the reform process of the State with regard to the efficiency of public purchases. As an Executive, we feel more comfortable with the senate versionsince it is the one that is closest to the one we originally presented”, he added.

In that sense, he explained that there are approximately 17 articles that were modified during the analysis process and that the majority mainly affect the operational issues, Therefore, they propose that these issues remain at the request of the Regulatory Decree so that there is sufficient flexibility to adjust as the Law is implemented.
“We want this Law to last at least 20 years, as well as the one that is in force today. To the extent that we incorporate, within this legal framework, greater restrictions or rigidity, we will have to resort permanently to Congress”, he explained.

Finally, he stressed that this bill will incorporate new instruments that will allow generate significant savings within the State, for example, through consolidated purchases.
“Today the Ministry of Health, the Hospital de Clínicas and the Social Welfare Institute (IPS) each buy medicines on their own and do not take advantage of that scale capacity that the State can have to carry out a single purchase, in which better prices can be obtained by buying a greater quantity, either of a good or by contracting a service. These types of instruments are those that are incorporated into this bill, in order to generate savings and efficiency in public purchases”, he emphasized.
