The anti-corruption prosecutor Gilmer Escobar Gil filed an accusation for aggravated collusion and requested ten years in prison against the candidate for the regional government of Fist, Jhomar Marcelino Tonconi Quispe. The high sentence against the candidate for the regional chair is due to the fact that he was part of a plot of corruption product of a public tender.
The case dates back to September 2015. At that time, Tonconi worked as Infrastructure Manager for the district municipality of San Antón (Azángaro).
Said commune, tendered the work “Road improvement of the Atahualpa jirón and transversals of the district of San Antón”.
For the work, the representatives of the Innova consortium, Federico Zambrano Ñaupa (father), and Igor Gaygoro Zambrano Quispe (son), promised to pay a bribe of 270,726 soles to Mayor Moisés Morocco Mamani.
The mayor, in return, made a commitment to make the company win the tender in coordination with the members of the tender committee headed by Marcelino Tonconi Quispe, and made up of Milwar Pari Zapana and Favio Víctor Turpo Quispe. The pact was fulfilled.
According to the accusation, the bidding committee, led by Tonconi, gave the Innova Consortium as the winner, without meeting the minimum requirements, for a value of S /. 3′194,568.43.
Another of the agreements between the businessmen and the mayor was that the first valuation be paid in December 2015, for S/. 532 411.62, without carrying out field work. The request was also fulfilled. The payment was made even before the company carried out its formal administrative procedure. Tonconi endorsed the payment.
The agreements regarding payments and others involving Tonconi were recorded on audio.
For the mayor, Moisés Morocco Mamani, he has also asked for ten years in prison for aggravated collusion. For the Public Ministry, the responsibility of the candidate is accredited.
