Former Vice Minister of Security Javier Ibarra dies

The power of organized crime is the money it manages, says a specialist

The case of ex-prosecutor Javier Ibarra raised several questions and, at the same time, puts society in anguish. Security analyst stresses that there must be greater control on the part of the institutions of the sector.

A few days ago, the death of the former prosecutor and former vice minister of internal security, Javier Ibarra, was announced. To this day, the case is still not very clear, since first there was talk of a heart attack but then it was revealed that he had two bullet wounds to the head.

Let us remember that Ibarra had denounced in January 2016 that members of organized crime were following his children, for which he acquired weapons to reinforce his security. This is a clear example of who controls the country and that no one is safe until those responsible are identified.

In this sense, the security analyst and doctor in criminology, Juan Martens, mentioned in recent years an increase in organized crime activity that implies greater penetration and institutional cooptation, that is, of institutions in the justice and security sector. such as police, military and Public Ministry.

He stressed that it is due to contamination of logistics, production chains, legal products such as soybeans, meat and grains in general. And as that activity increases, criminals increase their power. Also their interests and therefore, any person who represents a danger or puts that interest at risk in a way, can be eliminated.

DISLOYALTY

“In some cases these officials do not respond to the interests of organized crime with whom they had already compromised and that would also imply a reading as disloyalty and therefore they would react by charging them. In the case of police officers, we have several who were executed in recent years. Their cases were not clarified but they were clearly linked to some activity or involvement with organized crime”, he indicated.

According to Martens, organized crime has advanced over the power of the State and confronting it implies a political and integral decision of the institutions of the justice sector and the Executive, to control those who are in the fight.

“So far there is no correspondence analysis of the assets of police officers, judges and prosecutors who are directly involved in the persecution of organized crime and we see that they have houses and cars that their salaries could not pay for,” he stressed.

Therefore, to combat evil, a plan must be made, a comprehensive approach that implies control of assets, internal audit services, control of the causes and how they end, and at the same time, the faithful compliance of the procedural plans, the chicanas, which are often presented as being carried out by lawyers who are actually part of a much broader scheme, where the justice and private sectors are involved.

“I think that the organizations that we already have and that have a very low operational control capacity should be strengthened. I insist on this issue because the great power of organized crime is the money it manages. To the extent that the assets can be frozen and their assets confiscated, we will be reducing the possibilities of action. In some cases, multi-million dollar payments to lawyers have been seen, and where does that money come from?” the expert exclaimed.
