Diplomat Eduardo Rosenbrock will be the first Uruguayan ambassador to Armenia. This was decided by the government of Luis Lacalle Pou, who made the appointment while waiting for the Senate to deal with the permission of Hugo Cayrús for Turkey.
Although the matter was already on the agenda of the Ministry of Foreign Affairs, the controversy aroused by the visit to Montevideo by the Turkish Foreign Minister, Mevlüt Çavuşoğlu, who gave a racist salute to protesters from the Armenian community after the inauguration of the Turkish embassy in Montevideo, hastened the decision. This controversy resulted the postponement of the parliamentary treatment of the consent of Cayrús and the call for Bustillo to appear before the International Affairs Committee of the Senate in May.
Rosenbrock is a career diplomat currently serving as chargé d’affaires in Yerevan. Uruguay had adopted the decision to raise the diplomatic rank of the national representation in Armenia and on September 30, 2021, the then consulate general became an embassy. Consequently, the official in charge of that headquarters went from consul to charge d’affaires. However, there was still no designated ambassador.
The mirrored and balanced treatment that Uruguayan diplomacy gives to its link with Turkey and Armenia had recently taken different speeds depending on the internal management times of each of these countries. While Turkey has already opened an embassy in Uruguay and appointed an ambassador, Armenia has not yet done so, despite the commitment of the Prime Minister of that country.
For its part, Uruguay already has embassies in the two territories, although the appointment of the ambassador to Turkey was more advanced.
Despite the Armenian delay in opening its diplomatic headquarters, the government decided to appoint the ambassador using one of the political positions available to it. Thus, The first two Uruguayan ambassadors to Turkey and Armenia will be voted on in the Senate practically simultaneously.
The Broad Front, through Senator Liliam Kechichian, had asked the government to postpone the appointment of the new ambassador in Ankara, until Bustillo did not attend the Legislative Palace; despite the fact that permission for Cayrús had been approved unanimously in committee. The coordinator of the nationalist caucus in the Senate, Carlos Camy, had confirmed to The Observer that the ruling party would accede to the request.
However, the leftist coalition had also requested that Cayrus’ appointment coincide with the confirmation of the first Uruguayan ambassador to Armenia.
Rosenbrock was appointed consul in Yerevan, Republic of Armenia, in 2019, through a resolution signed by then President Tabaré Vázquez.
